This is what shows in OWA where there are no problems:

This is what shows in Outlook Desktop App when it's working right:

I have tried multiple versions of Outlook myself, and cannot get the buttons to show no matter what. Most people I had check said the buttons were visible, but didn't look like they were functioning. They were all using Microsoft® Outlook® for Microsoft 365 MSO (Version 2210 Build 16.0.15726.20068) 32-bit. When I tried that version, the buttons weren't showing up.

Hi @andrew_smith, I heard back from the product team. This is what they said:

Possible reasons -

  1. User / Tenant Level setting for Adaptive Rendering - If for a user buttons are not getting loaded all the time, then this could be one reason. They can check with their Admin if Adaptive Rendering in outlook is enabled or disabled. If the buttons are loading sometimes and sometimes not, then this is not the problem.
  2. Restart Office - If Buttons are not loading sometimes, they can try by restarting their office apps. There is a edge installation which happens for rendering the Adaptive buttons.
  3. Check there download preferences - The download preferences must be set to Downloaded Full Items.

In the above image, it mentions Download Headers or if only Download Headers is selected, the adaptive button rendering wont happen
