Is WPA org data file upload required to enable the VITA My Team + My Org tabs

Is the org data file upload required to enable all features of the Viva Insights Teams app (VITA) My Team + My Org tabs? In summary:

We would like to pilot My Team / My Org in VITA, before enabling for all managers and leaders, can we upload a list of pilot managers in a CSV in WPA under "manager settings > Show group insights to managers" without uploading the org data file and configuring WPA first? Also, if we were to add the Azure AD role "Insights Business Leader" to pilot leaders, will all of the reports be available in the My Org tab in VITA, using just Azure AD data, without enabling WPA and org data file upload first?

At this point in time you would have to finish setting up WPA/Viva by uploading the Org File and completing the initial settings configuration. After it has been set up you can then access the group insights for managers and show the data to pilot leaders.
