Employees uncluded in My organisation reports

Our customer assigned VIVA Insight License to all 5k+ employees. In the My organisational data he can see only 4956 included employees. 

In Privacy settings, we have configured the minimum team size to 5. 

Does the number of included employees also includes employees from teams where a number of users is less than 5? or may this be the issue with license assignment?

No the number for included employee count does not include employees who are on a team with less than 5 employees. They are omitted by design to preserve employee anonymity and privacy.
