I am using Outlook 365 Desktop for Enterprise. When I am working after hours I get the "Send Later" suggestion at the top of my email. I schedule it to send the next morning, and poof - it sends immediately.

When using the feature on the desktop, it does move the item to your Sent Items folder, even though it has not been sent as yet. You can read more here: Schedule send with Viva Insights | Microsoft Learn
Have you been able to confirm that the item has actually been sent and received by your recipients immediately?
If yes, you may need to ensure you're running the latest version of Outlook, alternatively this might be something that needs to be logged to your internal support team to investigate - and if necessary to Microsoft.
