Hello,
This doc indicates Group Manager Insights access is determined by the direct reports in "Azure Active Directory or the uploaded organizational data file.":
Organization trends | Microsoft Docs
Based on my testing and other available docs, the Group Manager Insights cannot be determined based on the attributes of the Organizational Data File, only on the hierarchy from Azure Active Directory.
Can we get some clarification on this?

Hi Andres,
I want to make sure I understand your question. Are you referring to how to grant a user access to group manager insights? or are you referring to how Insights determines who is eligible for group manager insights (at least 9 reports)?
for question 1: an Insights Admin can grant eligible users with access to group manager insights: Manager settings | Microsoft Docs
For question 2: by default eligible population is determined using AAD reporting hierarchy. After an org data file is uploaded, that will be used to determine eligibility.
