Yes, it will be counted as focus hours as long as you don't have meetings overlapping at the same time.
Think of meeting exclusions as a way of filtering out calendar invites in your calendar. If any meeting matches the criteria then it is "deleted" from the workplace analytics metrics calculator. Therefore, whatever is leftover after the exclusion rule is applied, that is what is used to calculate meeting hours, focus hours, etc.
